BEFORE: EDWARDS, Chief Judge; MARTIN, Circuit Judge; and CELEBREZZE, Senior Circuit Judge Order The plaintiff appeals the order dismissing his pro se civil action for failure to state a cause of action. The appeal has been referred to this panel pursuant to Rule 9(a), Rules of the Sixth Circuit. Upon examination of the record and briefs, this panel agrees unanimously that oral argument is not needed. Rule 34(a), Federal Rules of Appellate Procedure. The plaintiff's pro se complaint, read liberally, alleges that unspecified pieces of mail were stolen from the post office at the University of Cincinnati. He suggests these may have been stolen by University employees. He also alleges that Postal Service employees delivered mail to his former address three weeks after he notified them of his change of address. For relief, he asked that these allegations be investigated and that ""all monies, positions of employment, and Educational Documents be returned.""
